I transplanted these tomato seedlings from their germination cells to these plastic cups. When the time comes I’m planning on putting them in 15 gallon containers. My question is how long can I keep them in these cups? Is it already time to move them?

They look great, you can do it now if you want to. I’d personally wait maybe 5 more days or so.
Now is fine. If weather is good and they are properly hardened off.
When they are hardened off and it doesn’t get below 50 degrees F at night
