Big storm came thru and snapped one of the apical stems. It is just as tall as the other apical in photo 2.
Is there any way to save the branch, like, securing it or supporting it with wire or rope to the other taller trunk? Or should I saw it off?

No way to save that and should be removed unfortunately. Make sure to look up a proper pruning cut at the branch collar if you don’t know how.
The branch also that is right next to the now strongest leader should probably go too. There is not enough space there for those to form a proper union and will cause damage from contact over time and cause failure
