My in-laws cut these trees a couple of summers ago when the trees had some fungus or something. They were trying to help. I wanted to find help to cure them, but one day I came home and the trees were cut to the trunk. Not going to mention my feelings… but last summer, the trees actually grew small branches. The main one is gone.

Should I let them grow, or is it best to remove and plant new ones?

Do you know what kind of tree they are? What kind of tree would you like to have here long term?

I would replace if you have long term goals

I don’t see how they are going to become beautiful. Replace.

But study first. There are some you want to avoid. For example. Sweet Gum, which drops copious quantities of hard, prickly, 1-inch seed pods.

They look similar to mountain ash. I’d get rid and restart!

Remove and replace, and forbid the in-laws from working on the landscaping.
