What should I do with this??

I’m thinking of chopping this, but have never done it. I lost all the growth along the branches 3 years ago, and they just haven’t grown back. Tried notching twice and that didn’t work. The bare one on the left still grows a few leaves but fall after a month or two, so I know it’s still alive. I think the problem is that when I repotted, the dirt didn’t fill in around the center core of the roots so when I water there’s no soil there to hold the moisture. So I know I need to repot, but how do I cut these? Should I cut the middle and place the tops in new soil or water to get them to root? Or should I cut the middle and repot the bottom half and throw out the tops? Or both?
