Is this "damping off" the outsiders look amazing and healthy and the ones inside appear almost dead..

    That soil looks very, very wet. Damping off usually causes some narrowing of the stem at the soil level. I’m not seeing that in these pics, but too much water can kill seedlings just as fast.

    I’d get them out of that green tray and let the black tray air out. Wait until the tray feels noticeably lighter before watering again. Water them in the green tray, wait 15-20 mins, and dump out extra water after that. Maybe keep them out of the green tray until they dry out a little after watering. I’d sanitize that green tray too, just in case some kind of pathogen is starting to take hold with the excess moisture.

    I agree that the problem is watering. Is the bottom of that tray level? If you take the seedlings out and just pour some water in the green tray, does it spread out evenly across the base or does it pool in the center?
