Thrips. They’re tiny white specks that you probably assumed were dust particles.

This is one thrip in an earlier stage (yellow). Pretty sure there’s one or 2 more that can be identified in the other pictures. Sometimes they are near the bottom of the petiole or under the leaf.
These are persistent and damaging little bastards.
Thrips, make sexy plant spray and isolate the plant to not spread it. Use the spray and do preventative treatment on all other plants
