My brightest idea was to rent a large tiller to till up the entire backyard. Then pay for a large pile of [dirt] to spread along the middle length. This would allow me to grade the yard making the fence and drives the new low spots. If I have the willpower afterwards, I could dig a trench along the fence and fill in with gravel possibly?
I also want the ground under and around the deck to be graded better
My location is rich in clay and mostly flat.
