I sowed four seeds in a propagator. One has germinated but the other three haven’t. Should I take the sprouted one out and leave the others in, or keep them together for now?

Be patient. Leave the sprouted one alone and wait for the others.

From my (limited) experience, cucumbers usually do not transplant well because they are pretty sensitive to their roots being disturbed. It is best to sow cucumbers directly outside.
Ignoring the fact that they’re cucumbers, if some portions in a tray do not germinate and it is past the normal time period for germination, I just re-sow more seeds in those sections. No need to pull the previous seeds/soil out since they’re not germinating anyway.
