Hard to tell from this angle, but it looks closer to a variegated E. stapelioides.
That said. My Euphorbia lugardiae / stepelioides / other similar former monadenium species are flowering/beginning to flower right now, southern California, greenhouse grown.
If from seed, maybe a year or two before any flowers. Most of these species are grown from cutting, so it should be able to flower as it is.
