This looks like weeds and pinestraw.
As a complete novice, that soil looks pretty heavily sandy. I’m gonna assume you’re in Eastern NC. If you’re wanting actual grass, you may be limited in what can grow in that type of soil without heavy amendments.
I’ve seen warm season grasses more frequently the further East I go from Raleigh where the soil does get sandier as you approach the coast. These could be an option for you, but I think they are typically installed by laying sod versus seeding.

i would weedwack that down to the ground, get a top soil delivery put 1 inch and buy sod, it is much more durable
also make sure irrigation is installed, if it isnt, its easy now that there isnt any grass
