I don't know how else to describe this tree, it is the best tree.

It is some sort of almond, very old I think.
First picture is last year in full bloom, second picture is this year just coming into bloom now.

I want to know if there are anythings I can do for it to help it.
It is not currently displaying any signs of disease but it has a few issues.

Also is Council (municipal) owned technically so I am not responsible for pruning and I could end up in trouble for doing things I shouldn't.

Last year was a really big year for her, it was a mast year in the UK and she had waaay too many fruit, which combined with infrequent pruning resulted in limbs being torn down in high winds. After that she got something of a prune as you can see.
She has sent out new growth some of which I understand are probably water sprouts.

As you can see in the third pic the bench isn't touching the trunk, and I can't move it anyway, also arguably it prevents people from walking too close to her root flare is nice and visible.
Also for size the top of each side of the bench is about 3ft across. Yes she has crossing branches that have now grown together.
Overall she is probably a good 10m/30ft tall.

In the UK we have something called tree protection orders, this one doesn't have one. I have considered applying but I worry it would give them an excuse to not prune her ever again.

What sort of fertilisers would be suitable and when? Please understand I also don't want to shock her being too nice might cause her to realise she is an OAP and keel over. She hasn't had fertiliser etc before.
Also would you put a support the branch hanging low on the right of the picture. Arguably I would cut it but again not my tree.

Is there anything else I should do, can think I could do, and if you are a UK arborist what do you think of TPOs?
