I have eye sight problem, and I can't tell properly. But are those bugs or just accumulation of dust? No other plants around look affected. Nothing moves around, like bugs will do , and even if you wipe with your hand it looks like dust accumulation? Am I crazy or should I be concerned? Water every 2 to 3 weeks as is winter and it had a good drainage. Light wise , is directly next to a window. What you guys think ? Going to give it a shower now, hopefully is just dust.

The underside looks like spider mites. They leave a white dust behind. Is it dry where you are? I’ve read citrus trees and prone to spider mites. I’d definitely spray it down with something after its shower. In picture two it looks like the leaf color has tiny little discolored spots, that’s typical spider mite damage. Not sure what it looks like in person though to be certain.
unfortunately, i believe you have a spider mite infestation. you can see some webbing in the 3rd pic. they are tough to get rid of because they are so hard to see. a shower is a good idea, followed by isolating it from other plants, discarding dead leaves and wiping off the healthier leaves with paper towels (i know it sounds dreadful but really helps). i recognize you have an eye sight problem, however it is crucial to have good sight to get rid of these, is there anyone to help you cut off heavily infested areas?
it looks still salvageable but don’t let it get worse than this. use neem oil spray, insecticidal soap spray, or diluted rubbing alcohol. use every other day for a few weeks to interrupt their life cycle and get rid of these infestation permanently.

After the shower. The white dust is gone. Are those the spider mites or some random particles.
