One of my barn cats was attacked by an unknown creature. He came back to his bed in the shop with an injured tail. The vet said they found bit marks on his tail. Have you seen anything like this happen before? We live in western washington state and have coyotes and raccoons around.

Coyote or dog would be my vote personally but I’m sure a raccoon could if it tried hard enough. Did the vet think it needed amputated? Or will it scab/heal?
Degloving injury. Generally these require amputation. Can happen from animals, but have also seen it happen from hiding in a vehicle engine bay for warmth and then the vehicle being started. it’ll end up drying out something fierce, turn black, and then might even fall off on its own, but more likely than not just end up staying attached as a dead appendage. Don’t recommend going that route; just be done with it and get it taken off.
