At this point I would just keep up the pollarding. Cut all the small branches back to where they were cut previously once every year or every other year after leaf drop.
It’s possible to prune it back into a natural tree form but it would be a long road for this thing and it would always have a weak spot at the point it was topped. Not ideal with how close it looks to the house.
