I would rip them out and replace with something else personally. If you wanted to keep them you could just let them grow and selectively prune out the excessive water sprouts and shape new trunks as it grows.

The previous owner planted a variety that is too large for this spot. The butchering is causing all sorts of unwanted new growth. I’d remove them completely and replace them with something smaller.

Might as well replace them so you have a fresh start with new and better ones
