there are quite a few observation of phytolacca (pokeweeds) in Vietnam according to Inatualist. All of them are of *P. americana*

Looks like American pokeweed unfortunately. It produces a lot of berries so it’s likely to spread quickly.

Leaves look pointer than P. Americana. It could very well be an indigenous pokeweed species. There are a few in east Asia.

Try to dig as much of the underground tuber out as you can because this thing re sprouts from almost nothing. Continue to chop down any shoots before they produce berries.
That’s about the best thing you can do without using an herbicide…. You can apply glyphosate to the cut stumps with a small brush to minimize the effect on surrounding plants if you want to go nuclear
