I’m guessing this is a 25 year old Austrian pine. Root in question just under 2 inches in diameter. Tree is a little thin in the middle compared to adjacent similar tree seen to left of third pic. Thanks for the advice

    That root you are pointing at is not currently girdling the tree, but it may someday, if the tree lives so long. My concern is the lack of root flare visible in the first 2 pictures. This makes me believe that there are other girdling roots below the soil level. This may be why the tree is thin…it’s already in decline.

    There’s no rush to cut the root you’re pointing at, but I’d consider excavating around the base of the trunk and see if there are other, more serious girdling roots present. Depending on what you see, it may already be too late to take action.
