You sure you are hitting the soil? That might be a layer of compacted decomposed granite beneath the rock layer.

Dig further, you might find better soil. My general rule is to use natives that like your soil & microclimate rather than amending soil. If you’re stuck with caliche you can try stuff like damanita and evergreen sumac which are adapted to the hard limestone soils of hill country
