These are Mysore raspberries I put in the ground about a year ago and a few weeks back here in San Antonio we had a few days of below freezing weather (with rain, which encased things in ice). I read these raspberries were fine in hot and cold weather, but I think the freezing rain may have done them in. Is there any chance of them coming back? Wait and see? Prune?

They should be fine. They can survive down to about 15°. But they usually die back below 20-25-ish. You may lose most of your branches but you can give them a month or so and see if you get any green from them. Or trim them down to within about 12 inches above soil.
I wouldn’t panic. Here in Ohio raspberries die back almost to the ground every year and then put out new canes. If those aren’t a primocane cultivar you might not get berries this year, but I’m sure they aren’t dead.
Unrelated but how do you like San Antonio? I want to move there in a few years
I highly doubt it, though im not sure how cold tolerant southern varieties are. Where i am i get -40°C/F in winter and my raspberries have never been bothered.
