I rotate my FLF from time to time and it always makes new leaves on the window side. I used to trim the tops down hoping it would make new shoots and be bushier but it always just tries again. Is my flf already goated or is there something I can do to make it bushier or the trunk thicker?

More light.
More light if you can and just keep chopping it. The stronger the branch/trunk, the more likely it is to produce more branches after it’s pruned shorter.
Also when a branch starts to take off faster than the others, if you prune it, it should cause the plant to redirect some of it’s energy to other parts of the plant.
