Advice about size of root and general health of this Lemon tree please

HI there, this is a great lemon tree. I am seeking advice for two things.

1. It is in a raised garden bed. Broadband cables will be installed soon and one (simplest) route would be along the fenceline. What size would the roots be?? The tree receives strong winds from the fence side (I am in SW Victoria, Australia by the coast), does that affect how the roots would have grown? I certainly don't want to harm the tree with any works.

2. What tips would you give for the general health of the tree?
