
I’m pretty sure that these tubers are in fact dahlias, but I’ve grown them (in a pot in our Northern California yard, zone 9/10) for several years, and every summer they grow a lot of greenery, but do not flower. I wonder if they are too crowded/root bound? And what I should do to try again?

Those do seem to be dahlia tubers. If you’ve never gotten a flower there could be a number factors contributing. Soil nutrient availability may be an issue, or sometimes there’s too much nitrogen. Not enough light could also contribute to the failure to bloom. They abhor cold temperatures as well.
