Cactus is about 10 years old, previously a neglected, but has been tsken care of better the last couple of years. I water it (drown it for 30 minutes) when soil is completely dry, maybe once or twice a month. It's in a southfacing window, but we don't get much sun in my country (similar climate to England).
I repotted it early last year. It got knocked of the windowsill today, so I just cleaned it off. I did also remove like 15 fingers, which I will try to plant. Some fell off and some were making everything too crowded.
Anyway, the bottom of the stem, and part of the middle, is quite yellow and a bit hard. The roots are looking quite shallow as well. But no rotting smell and no mushyness. Can the plant get healthy-looking again?

Try r/cactus ?
Honestly it’s looking ok. I would just put it back in the soil and mostly keep doing what you’re doing. It will benefit from some additional light via grow light, and the occasional light fertilizer (maybe once every 2 months). They grow pretty slowly, so don’t expect much overnight.
Probably just the cactus corking, they get woody after a while.
