Caymen Collins has proposed a ‘sustainable home-based business’ in a garden outbuilding behind a property at 8 Queens Road in Sandown.

The salon would operate on an appointment-only basis between 8am and 7pm from Monday to Friday and from 8am to 2pm on Saturday, according to submitted documents.

A Planning Statement says: “Planning permission is sought for the change of use of the single room outbuilding to a small beauty salon. The salon will be operated solely by myself. I have over 16 years’ experience in beauty therapy on the Isle of Wight and I’ve been self-employed for the past eight years.

“The salon will operate on an appointment-only basis and will contain one massage couch, one manicure table, a seated area, storage, and a worktop. There will be no additional staff working.”

It adds that noise, activity levels and general disturbance will remain minimal.

Member of the public Karen Marlene has objected to the plans, raising concerns over parking, traffic and pedestrian safety.

She told the council: “This is a residential area. There are enough problems with cars and parking. Presume there will be customers constantly coming and going, and they will not be arriving on foot.”

Describing the situation at present, she claimed there is a ‘consistent banging of vehicle doors’ and a flow of delivery vans, with no consideration given to others and no traffic wardens to monitor what is going on.

Ms Marlene said that with a business permitted, matters will become even worse.

She added: “There are plenty of buildings in Sandown High Street, if you wish to start a business, why bang in the middle of residential housing? It is hardly an essential service to the community – and again there are plenty of buildings vacant in the High Street.”

County Hall also received three comments in favour of the application.

Arguments in favour include ‘little to no’ disruption on the street resulting from the bid, the salon’s benefits for mental health, it being quiet and non-intrusive and the proposed setting providing a ‘much calmer, positive and more personal service’ than town centre salons.

Sandown resident Paula Hanmore said: “From a community perspective, I feel this proposal is a positive use of an existing outbuilding, supports local self-employment and provides a convenient service for nearby residents.”

A public consultation on application 25/01857/FUL finishes on Friday (February 6) and a decision has been scheduled for March 4.
