I have a few roses doing great but this one seem to stubbornly just want to stay as 3 tall straight stems, is there anything i can do to encourage side ways branches/shoots before it all starts coming back to life?
It was absolutely swamped by a Japanese thimble weed which is not gone… for now. I want to spend some time helping it out a bit.

Cut it right back down
Chop it right back, clear out the plants around it, give it a feed and mulch it.

Id cut it to about there. Cut above new buds facing outwards. Height can vary on each stem to get the Outward facing buds.
Also I cut back and dead. Damaged or diseased when pruning as well when pruning
Cut it down hard.
I’d go a couple of inches above where the branches split. As it is, it’s a bit leggy.
