Plans to build a 2.8-metre-tall annexe in the garden of 49B Teme Road were rejected by Worcester City Council in July last year.

An appeal has now been dismissed by planning inspector Alexander O’Doherty.

City planners said the proposed annexe would “by virtue of its size, scale and design be tantamount to a new dwelling”.

Mr O’Doherty agreed, saying the proposed single-storey one-bedroom annexe would be comparable in size to the main house.

“With the inclusion of a kitchen, a lounge area, and a bedroom with access to a toilet and a shower, with ample space for washing facilities to be installed if required, it could easily contain all of the facilities required to support day-to-day living,” said the inspector.

“Moreover, the proposed annex could be accessed independently of No 49B, via the pathway to the side of No 49B.”

Plans also showed the annexe would have had its own garden area and parking space.

“Few details have been provided to explain who would occupy the proposed annex,” said Mr O’Doherty.

“As such, it has not been demonstrated that the future occupiers of the proposed annex would live as part of the household at No 49B.

“Details of care arrangements, if any, for the intended occupiers of the proposed annex have not been specified.

“The limited information provided does not demonstrate that the proposed annex would not result in the creation of a new household on site.”

He said the annexe would have made for an “overly-dominant and incongruous feature that would have undermined neighbours’ enjoyment of their gardens.

Last month, the city council turned down another plan for an “overbearing” annexe that would have resembled a house in its own right – also in Teme Road.

Planners said the scheme at Number 60 was an “overdevelopment of the site that does not respect the character of the area”.
