Rosemary is a great herb and it will over winter in many locations. I am in Maryland Zone 7 and it comes back each year. It germinates poorly and slowly. You should start this herb 8-10 weeks before last frost. You can really grow it inside or in a greenhouse for 12 weeks before getting it in the ground. Starting early will allow you to harvest leaves for the current year’s use. So start rosemary early!
