Others have posted their Hoyas doing this. Almost opened buds on top of new buds. For my plant, I think this happened because some of the flowers broke off when they were still really small. The ones that didn’t break off grew to the almost-opened flowers and then the plant started pushing out new baby flowers underneath those. When the peduncle first started growing, it produced A LOT of nectar. I touched it here & there because I’m human 😅 and I noticed a couple of little, dark pieces of something left on my finger. Looking at it now, I think those were the flowers that broke off. But idk for sure. Anyway, happy hoyaing! ✨

Almost wanted to ask if the new ones are the open flower and you crossed hoya with something else to make them look like garlic flower
