Aphids and/or scale, Start with Safer Soap, read the instructions. Remember to treat for 4 weeks. Also find the ants’ nest and put down Diatomaceous Earth, or borax or ant bait. The ants milk the aphids for sugar, you need to break the relationship and kill the ants’ food source.
