This happens to my huge birch every winter when we get heavy snows, usually 4-5+ times a winter. Once the snow melts/falls off from wind the branches should pop back into place unless they’ve actually snapped.
I lose more limbs off my birch from wind than from snow every year.

The town may ruin it, make an effort to support it and trim a path for the sidewalk

Mine was like this or even flatter after a snowstorm and popped right back up with no damage. They are incredibly bendy and yours should be okay!

I give mine a light shake if there is heavy loose snow on them. If ice i leave them be.

This is just a reality of winter for many northern trees. If they don’t fracture or break, they should recover just fine. Repeated ice storms that cause them to bend like this might lead to them losing shape, but they will live on.

Birch take lots of abuse, when the sun hits it, it’ll straighten back up

They bounce back, especially once the growing season starts. Takes a couple months but it should be totally fine.
