Put out so catch cups make sure the retic is hitting the hose spots might be over shooting or a no crossover area. Best place to start there is still green in there so try water first before you rush to anything else

Have you tried a gentle scarify, more like a dethatch? On that spot, there does seem to be a bit of a build up of dead grass. Could be blocking water/nutrients/air getting down into the soil.
