Help with African Milk Tree

Hi My sister gave me this African Milk Tree she's had for 5+ years. It's really discoloured at the bottom but still has a new growth at the top.

Can any one advise how I can best look after it/fix it and also the best soil for it?

She thought it was a cactus so it's had a lot of direct sun…
