I bought this reverted Birkin (Rojo Congo I guess) because it had all green leaves. I have nothing against the new leaves. They're cool. But I have a related question. I know that the Birkin is a mutation of the Rojo Congo, but why is a reverted Birkin considered a Rojo Congo when it still has green petioles? Rojo Congo has reddish petioles. Is it just based on the lack of variegation on the leaves?

I would not call it a Rojo Congo. It would only be a Birkin or reverted Birkin.
Awesome
When Birkins fully revert, they actually look like red congos complete with red petioles and that dark reddish green. You’ll see adorable little Birkins with one comically large Congo leaf when you catch them right as they revert.
Birkins have a weird type of variegation that’s caused by little air bubbles between the leaf layers. It’s pretty variable how much of this you get (seems to be dependent on light exposure and growth rate IME). Yours didn’t really revert, it was just growing slowly under low light
