Likely young tulip tree scales as another has mentioned. Definitely if they can be easily scraped off.
Horticulture oil, neem oil, or horticultural soap can be an effective treatment during the overwintering stage for these scales. Thorough coverage is important and make sure to fully read the label of any product you use for the correct application.

We’re in the CLT, NC area and one of our three Little Volunteer tulip trees got scale last year. A stream of ants alerted us to the issue. Ended up picking them off, which was messy but effective for where they were on the tree – if that’s what these are and you can remove them at this stage, that’d be much better.
