What a good view the walking trail Merry Christmas
I wish you the best of luck with your raised beds. I’ll be watching your progress. Yes, that rain is coming. I live on the central coast in Santa Cruz County. I was kind of sad for the spring/summer growing season to be over but since I’m on the older side and with the cold weather setting in I guess I could use a bit of a break. I do still have beets, potatoes, Brussel sprouts and some snow peas, but they aren’t too hard to look after. I also planted some garlic for next spring. I put straw to cover the garlic but the greens are poking through the straw. Is that normal? Will the garlic still grow during the winter if the shoots already came up? Sorry, this is my first year growing garlic.

The structure you were wondering about is a Water Intake. They're pretty interesting technology, they help regulate temperatures for hydroelectric power systems, along with helping to regulate the temperature of the reservoirs they're in for several reasons.
