This prop is about 3 weeks old now. I have it setting in water with rocks. There is no sign of growth. I change water every 2 days. The other prop in with this one is growing at a great speed. Should I cut the two bottom leaves off and try propagating again at the node at the top?? Please help!!

This is usually a light exposure issue. What kind of light is it receiving? 💚
edit: also, when you change the water that removes the auxins, which are the growth hormones necessary to produce roots.
Just an idea but if you have a pothos you could prop in the same water, They release a rooting hormone which could help your other cutting.
It looks like a healthy cutting maybe it just needs time. 🤞
