Yeah certainly not cedar (although “cedar” is used for many different species). It does look to be a cypress of some kind.

Common names kinda suck. Western Red Cedar is a cypress, Eastern Redcedar is a juniper (which is really a kind of cypress), and most of the scale leaves things are also cypresses. This species may well be called a cedar regionally or as the standard common name. If you want to win the bet, you can say it’s not a true cedar, because it definitely isn’t. Those all have needles, not scales, and are not from North America, although some are planted as ornamentals in parks and gardens. But it’s probably correct to say that someone calls this a cedar, so your friend is also kind of right.

I’m not familiar enough to tell difference in cypress, juniper or arbovitae species, but a cedar it’s most certainly not!
