I believe it is Leucadendron argenteum AKA the Silverleaf tree, Silver leaf protea. Native to the Cape Peninsula of South Africa but is also used in the floral trade. This is how I recognized them. I can’t speak for the leaves but that bible doesn’t look that old to me. The 18th Century is 1700s.
