For the water section, Süsswassertang! The shrimp will love it too
One-plankton-
Sundews (first pic) and other carnivorous plants need extremely low TDS in their water. I am planning out a tank with carnivorous plants on top, but they will be isolated from the main tank water system and get distilled only.
For the land portion various mosses stay small, various ficus vines do too.
Underwater you can do Cryptocoryne parva, and petite anubias species.
Subwassertang grows very slowly and if you keep it trimmed it will stay small, Caloglossa CF. Beccarii is a red macroalgae that will grow slow.
