Leaf fall and tree dormancy is triggered by day length.

The street lamp has simply confused part of the tree as to how long the days are.

the leaf seasons are brought on by how long the sun stays in the sky. the light extended by the streetlights keeps them hanging on just a bit longer.

I have noticed this numerous times as well. the light lengthens the day for the nearby parts of the tree so they don’t go into winter mode yet.
