The first step is to pollinate them by either tapping on the flower head or by lightly using a electric toothbrush. If that doesn’t work try adjusting your soil amendments.

In the summer my tomatoes got lots of flowers. I was worried for a week or so, maybe almost two. And then they fruited. A few thoughts:
1) They will do better if there’s some breeze or even pollinators. They don’t need the latter but a little disturbance to the flower can help pollination.
2) If it’s very hot (about above 95F), they might not fruit. Ditto if it’s pretty cool (under 60F)
3) Make sure you’re watering enough. Don’t drench them but moist soil. And perhaps add some fertilizer balanced to the phosphorus/potassium side (the PK in NPK numbers)
