What would you do with this plot?

Hi all- I just acquired this community garden plot near my home in San Diego County. It is two separate plots that when I take the fence down will be 20'x 40'.

I am not a complete novice or anything, though am new to this region. My question is: what would you do first? It is very sandy soil, there is loads of gopher activity, and probably squirrels and more. I plan to do raised beds, containers, and am open to much more. There is some grass/weeds but overall not much growing here, so Im not sure if I should tarp it/carboard/etc.
