Tescorum Uganda form

Trying to find this plant, but no one is willing to call it the "Uganda form". Does anyone have greater detail or understanding?

I saw this in a few videos with Charlie Succs, I've tried asking him a few times too but no response. Can't anyone shed some light on this plant? I've talked to all the major green house and rare plant people, it's like they've never heard of it. Is it just a standard tescorum? I'm not able to distinguish much difference, would appreciate any insight.
