Mr J Beckett and Mrs J Walsh want to construct the properties on eight acres of land adjacent to the single-storey house in Brothers Street, Mill Hill.
Blackburn with Darwen Council has granted them permission in principle for the development.
Two letters of objection were received on grounds including disruption during construction, poor access arrangements, the impact of two-storey houses on existing bungalows, drainage and additional traffic on to an existing busy road.
A planning officer’s report said: “The proposal relates to land to the side and rear of [a house in] Brothers Street.
“The site includes an existing driveway, an attached garage and a predominantly grassed area that is in use as a garden.
“The site slopes from south to north and is bounded by the Leeds and Liverpool Canal on its northern edge.
“The application seeks permission in principle for the erection of up to eight detached houses.
“The retained residence is a detached bungalow.
“To facilitate access, the attached single garage is to be removed, and space for a replacement garage/parking will be available in the retained rear garden.
“The immediate and wider context of the site is a predominantly residential setting.
“As such, the proposed residential development would be an appropriate use that would not directly conflict with its surroundings.
“The proposed provision of eight units on a gross site area of 0.31 hectares is broadly compatible with policy.
“Having considered all matters under scrutiny at this stage of the assessment, the principle of development can be supported.
“The public objections received cite concerns including highway impacts, land contamination, drainage and potential loss of amenity.
“Although the concerns are acknowledged, consideration of these matters is beyond the scope of this Stage 1 Permission in Principle application.
“Rather, they will be matters to be considered under some future Stage 2 Technical Assessment, should one be received.
“At that time, the application will be supplemented by full details and technical reports that will enable a full assessment to be undertaken by all parties.”
