I have this sansevieria moonshine and it’s grown a couple of nice light leaves but the old outer leaves are small and makes the base unstable. Can I just strip those leaves away and bury it deeper in the pot? I let the soil dry out completely then water. It also gets around 14 hours of light.

No I wouldnt recommend doing that personally.
No, I wouldn’t tamper with it especially at such a young age where it’s trying to establish itself. Sansevierias have quite shallow root systems, but just trust that it will support itself as it grows. And by the time it’s bigger and more supported it will have pups popping up.
I wouldn’t.
I would upsize the pot a bit and plant it deeper without cutting off the leaves. It’s okay if they’re under the soil, they’ll probably pop up through the soil sometime anyway
you technically could, but the plant gets exposed to a lot of damage in the process and its very risky. if you leave it lile this its more likely to form a safe and solid root system
