They rip off pretty easy it wont hurt the plant, if you run into one that you cant get off just prune it. They are very hearty plants i think in the aloe vera category but not sure what species

Yes you can pull the dead leaves off, they should come off without much effort.

Yeah just rip em off in a sideways motion if they don’t pull off normally. The ones with dead tips and green bases probably won’t want to let go so just leave them till they’re ready.
As already stated by others: agave attenuata, very hardy.
