100% chainsaw. A reciprocating saw will make an absolute mess of most of the cuts.

Chainsaw. Cut all of the dead and let the strongest sucker at the bottom take it’s place

Do you have a picture of the tree with its leaves ? You can use good looper and only trim dead branches and crossing branching to open the center . It’s hard to see it without leaves .

Reciprocating saw with a pruning blade.

Why would you use a construction tool on a tree?
You don’t need a chainsaw, that will just result in over trimming. Buy a hand saw, it forces you to think and rethink each cut more.

if you dont own a chainsaw, you get a chainsaw. Its the right tool for cutting wood/branches/trees. Learn about back cutting and wear safety gear.

Have you considered pullingit out of the ground and starting with something nice ?

A Japanese pruning saw and a good pair of pruners like Felco or ARS. Chainsaws might be good for the big-tree guys, but not for this. You will not get the kind of precision cuts that you need with power tools.
