I have dug around the trunk to reveal what I believe is the root flare: i trimmed and pulled at some of the finer roots growing circular around the tree.
Does this seem sufficient to give it a good chance or should I pull it out and replant completely?

This is sufficient and good. You can leave it as is and those smaller roots will die off on their own.
The next big thing with new trees since you are invested in the care is regular watering.
New trees need regular, deep watering regardless of season when it’s dry. The best strategy is to get a 5 gallon pale from Home Depot or Lowe’s poke some holes in the bottom, place it in the root zone, fill it up and walk away.
In the summer do this 2-3 times a week. In other seasons do it as needed when it hasn’t rained that week.
With proper planting and water the chances of success are very high. Most people who don’t know about trees mess up one or both.
