Efflorescence. It’s minerals coming through because terracotta is porous. It can sometimes grow a little mold on the efflorescence but yours doesn’t have any .

Minerals from the water or fertilizer that it gets. Terracotta pots do that because they are porous.
That is the start of the beautiful patinas the terracotta pots get.
