Not exactly sure but it looks like most are getting busy. Either it’s their breeding season or your compost is getting them in the mood.

Maybe fungus gnats. Search “fungus gnats” in this sub and compare. Try adding more browns and oxygen. I’ve been leaving my tumbler open lately since the tumblers can get anaerobic.
They don’t hurt anything and something will eat them at some point (I guess). I had a bunch of them for the past several weeks and now they’re suddenly gone. I did get a swarm of ladybugs last week so maybe they ate them.
